The Historic District
Guidelines

The Historic Preservation Commission uses Guidelines to review applications per the Historic District Regulations §197-43,Paragraphs A and B. A copy of the Historic District Regulations including relevant appendices is available here. The national standard for design review and, in fact, included by reference is The Secretary of the Interior’s Standards for the Treatment of Historic Properties. Comprised of ten general principles, the Secretary ’s Standards advocate in part:

  • Retaining and preserving the historic character of a property.
  • Recognizing and preserving the historic changes to a property.
  • Preserving examples of characteristic craftsmanship and construction.
  • Repairing rather than replacing historic features where possible.
  • Distinguishing additions or new construction from old and encouraging respect for historic features, scale, massing and size.
